Manufactured home communities have been purchased by homeowners and removed from the speculative real estate market.
We’ve preserved enough homes in secure Resident Owned Communities (ROCs) to populate a small city.
15th Avenue Housing Cooperative and our partners have arranged acquisition financing approaching a billion dollars.

Buying the community was the best thing we ever did – had we not, we think it would have closed and we’d have lost our homes.

Policy levels the purchase playing field for residents
When a manufactured home community is sold to residents instead of outside investors, it secures long-term affordability. Our colleagues at the National Consumer Law Center are widely recognized as the experts in Opportunity to Purchase legislation. Their work breaks down policy on a state-by-state basis.
In some states, homeowners are fortunate to receive advance notice and the chance to buy the community themselves. However, in most states, they have limited protections or none at all.
Selling to the existing homeowners allows owners to leave a lasting legacy of investment, benefiting all parties: the seller gets a fair price, homeowners gain stability and control, and the community maintains its affordability for the local workforce.

- Strong protection when a community is sold
- Some protection when a community is sold
- No laws giving community residents the opportunity to purchase
